As an owner, you may opt out of the inspections due to cost and warranties supplied by the manufacturers. Many final inspections performed by manufacturers are quick visual inspections and not as in depth as having ongoing inspections. The fact is the knowledge that a "marginally" installed roof system should last to cover the manufactures warranty (5 - 15 years) .
